Via Module Manager if bought directly from VEAO website: Go to Log In Click on Personal Section Click on Licensing Enter the activation code given to you by VEAO This will register the code to your ED account. Open DCS World (ensure upgraded to 1.2.16) and go to Module Manager You will see a pop-up message saying Hawk T.1A is available. Select OK and Hawk will be installed.

Ok, so to check: You un-installed Hawk from Control Panel? You updated DCS to 1.2.16? You installed Hawk through Module Manager (didn't work) so installed using download file? May I suggest that you click the bin (trash) icon next to Hawk in module Manager.
