I've never seen 'hand-rolling tobacco' in a supermarket in (or in a Skyshop, as it happens.). I suspect the only places you might look for hand-rolling tobacco in are going to be, not supermarkets, but specialist shops, such as leroiducigare@skynet.be (rue Royale) and info@boireetfumer.be (off A. Buyl, not far from the ULB university in ) - although both specialise in cigars and pipe tobacco.
