Alla fine ho finalmente risolto il problema acquistando un cavo FTDI quindi grazie infinite per il consiglio, non era ne la porta usb ne windows 8.1 il problema ma il chip e il driver del cavo che avendo cambiato marca ha risolto il problema come driver ho usato quelli indicati sul sito ufficiale ftdi per windows 8.1 64 bit, una volta installati ho riavviato il pc e tutto funziona alla perfezione grazieeeeeeeeeeeeeee!
